8,000. The announcement is clear about the intended change but does not, by itself, say when the new threshold becomes the operative test for a particular application or booking exercise.

Why Jurong’s tender timing matters separately

HDB’s EC resale guidance distinguishes projects whose land-sale tender closed on or after 8 May 2026. Those projects carry a 10-year Minimum Occupation Period. During the first 15 years from TOP, resale is limited to Singapore Citizens and Permanent Residents; after year 15, the citizenship restriction falls away under the stated framework.

The Jurong East Avenue 1 parcel is the later EC site in this fleet, so its eventual tender conditions are expected to fall on the post-8-May side of that rule. The final tender documents remain the controlling source. This is a resale-timeline issue, not a reason to assume a price, unit mix, launch date or developer.

A two-track preparation plan

  • Keep the policy watch open for HDB’s effective date and any application-document instructions.
  • Prepare a household income file using the documents and assessment period HDB requests, rather than a rough combined salary figure.
  • Run personal affordability through the financing guide and calculators; eligibility does not establish loan approval or a booking budget.

Conversely, being below a ceiling does not prove affordability. The 10-year MOP also does not publish a completion date or a resale price.

The safe current conclusion for Jurong East is therefore specific: the government has announced a higher EC ceiling; HDB’s live eligibility page had not yet reflected the change during this run; and a later-tender Jurong EC should be assessed under the 10-year MOP and year-15 resale framework once the official tender particulars are available.
